You're using "Outlook Express". I assume that the user interface does not differ too much between the US and the German version, I will try to translate the German items. The German version has a menu entry "Extras" (should be the 5th entry from the left, between "Change to" and "Compose"). Choose the last item ("Options"), then "Sending", "Format for sending EMail" should be "text only". In the dialog which opens on the "settings" button (? next to "text only") choose "MIME" instead of "UUEncode". This should do the job.
